innovation in IT products and services in today's solutions will require collaboration by Budget, Procurement, and IT executives. many companies are frustrated at the inability of government to develop procurements that will actually allow for companies to offer different BUSINESS ENGAGEMENTS, rather than technologies alone. alternatives which will allow for companies to offer investments (with longer term financial recovery models are just not part of most procurements. government needs to develop evaluation methods allowing for other than apples to apples, and apply new skills to the process that generate proposal alternatives against a business value (ROI, Shared savings, determination if the financial model holds up) so the government can leverage industry investments or recovery of federal non discretionary sustainment dollars to move forward with new tehnology innovators.
