Small business utilization guidelines should be simplified in an effort to increase compliance. For instance, when the Department of Veterans Affairs instituted a small business mandate in FY12, manufacturers were forced to change their distribution and sales strategy. This funneled sales to smaller businesses—many of them veteran-owned—and also increased the competitive environment for these contracts. Interestingly, despite this policy being isolated to VA at the time, we have seen results become beneficial to other agencies as a result (i.e. other agencies receiving more bids from companies as a result of the opened distribution)

Campaign 2: Procurement rules and practices - We know entities doing business in the private sector have best practices and we’re anxious to learn about and replicate in the Federal Government wherever possible. Campaign 3: Participation by small and minority businesses and non-traditional government contractors - We know many businesses lack the resources and expertise to participate in the Federal marketplace. We welcome feedback – especially by entities that are not participating in Federal contracting – to understand what steps we can take to make your participation possible.
