The CAAC Letter specifically stated that the FAR would not be changed as a result of the CAAC Letter, regarding the funding. The CAAC Letter only applied to fiscal year 2004 funds. However, the CAAC Letter also changed the definition of "information technology." This updated definition of information technology was added as a permanent change to the FAR with FAR case 2004-030, Definition of Information Technology, final FAR rule published at 71 FR 20298 on April 19, 2006, with the same effective date.
